COVID-19 Safety and Action Plan

In accordance with guidelines set by the Centers for Disease Control and Eastern Pennsylvania Youth Soccer, our organization Horsham Soccer Association is implementing the following safety and action plan for the 33rd Annual Colleen Reilly Tournament to be held August 14th to 16th.  This plan will be reviewed and updated as necessary in accordance with EPYSA, PA state, and CDC guidelines.

  1. Return to Play Guidelines
  • Horsham Soccer Association has developed guidelines provided by EPYSA for the Return to Play.  The Colleen Reilly Tournament will follow guidelines established by Horsham Soccer Association with the additional requirements noted in this document relative to the tournament.  Information on the HSA guidelines can be found here.

  • Travel – The tournament will adhere to the recommendations from the State of Pennsylvania regarding self-quarantine when traveling.  This applies to states identified on the PA Governor COVID site at the time of the tournament.  ( ). 
  1. Steps to Reduce the Spread
    Tournament Responsibilities: 
  • Any staff member exhibiting symptoms of COVID-19 is to stay at home.
  • All staff members will be required to check their temperature prior to attendance
  • All event staff will wear face masks / coverings.
    Participating Team\Coach Responsibilities: 
  • Anyone exhibiting symptoms of COVID-19 is prohibited from attending.
  • Players are to adhere to social distancing rules when not playing in the game, place bags and equipment at least 6 feet apart. 
  • Players are to wear face masks / coverings at all times when not warming up or playing the game.
  • Coaches are to wear face masks / coverings at all times.
  • Do not touch or share anyone else’s equipment, water, food or bags. 
  • Bring, and use, hand sanitizer at every game. 
  • Coaches are to inform parents of Covid-19 Safety and Action Plan for the Tournament

Parent\Spectator Responsibilities: 

  • Spectators will be required to wear a mask once outside your car. 
  • Maintain Social Distancing along sidelines and must stay on sideline opposite players.  Spectators will setup on marks provided.
  • Ensure child’s clothing is washed after every game. 
  • Ensure all equipment (cleats, ball, shin guards etc.) are sanitized before and after every game. 
  • Notify your club/coach immediately if your child becomes ill for any reason.  
  • Be sure your child has necessary sanitizing products (hand sanitizer and mask) with them.



  • Will wear face masks / coverings when not on the field officiating.
  • Referees will disinfect soccer balls prior to each game.

Tournament Game Adjusted Practices:

  • Teams are not to enter the field of play area at all until the previous games’ teams have completely departed and are well clear of the field. Teams are not permitted to enter the field prior to 30 minutes before game time. 
  • Games have been spaced further apart in start times than normal to allow teams an on-field warmup time. There is no need to crowd the teams playing on a field before you. Be patient and wait for the field to clear. 
  • Teams should immediately clear the field and facility upon completion of game.  Congregation at the facilities is not permitted.
  • There will be no coin toss to start a game. Home team will have first tap.
  • There will be no post game handshakes or fist bumps. Teams are to stay apart.
  • No spitting will be allowed on field, sidelines, etc.
  • Coaches will retain player passes, they will not be checked by officials prior to the match but must be available upon request.
  • Team benches will not be permitted to maintain social distance requirements.
  • Tents will not be allowed unless for players on the sideline.
  • There will be awards for 1st and 2nd place.  There will be no awards distribution at the tournament.  Awards will be mailed.  Also, no post tournament group pictures will be permitted.
  • All coaches, players, team managers, and referees are required to fill out and sign the COVID-19 Statement & Waiver Form. This must be done as part of the team on-line check-in process prior to the event. Any individual coach, player, or team manager that has not submitted this form in the on-line check-in process will not be allowed to participate.

 Enhanced Safety Provisions:

  • Additional venues will be provided to minimize number of concurrent games.
  • Where possible, venues will have parking areas divided into zones based on field locales. Players and spectators are to use the parking zone assigned to their fields.
  • Increased cleaning and sanitizing of rest rooms, porta johns, common areas, etc.- This will take place throughout the event.
  • Increase signage and messaging to inform participants.
  • Hand sanitizing stations will be strategically placed throughout the facilities.
  • Food, Water or hydration areas will not be provided by the tournament.
  1. Identification of COVID exposure
    Parents of participants will notify their coach\team manager if a participant or someone in the participant’s home is presumptive positive or tests positive for COVID within 24 hours of notification.  Coach\Team Manager must inform the Colleen Reilly tournament director within 24 hours of notification.
    Horsham Soccer Association will contact the Montgomery county health department, as necessary.  If directed, Horsham Soccer Association will notify participants who came in contact with the individual of potential exposure following CDC guidelines and HIPAA regulations on confidentiality.


Symptoms Associated with COVID-19

  • Fever
  • Chills
  • Cough
  • Shortness of Breath
  • Sore Throat
